Title IX and Discrimination, Harassment, and Retaliation (DHR) Assessment Summary Reports

In March 2022 the CSU Board of Trustees commissioned the Cozen O’Connor law firm to conduct a comprehensive systemwide assessment of the university’s implementation of its Title IX and other anti-discrimination programs following concerning reports of sexual harassment and other misconduct.

The goal of the assessment—which included site visits at all 23 CSU universities and the Chancellor’s office and feedback from over 18,000 students, staff and faculty—is to strengthen the CSU’s institutional culture by assessing current practices and providing insights, recommendations and resources to advance the CSU's Title IX and DHR training, awareness, prevention, intervention, compliance and support systems, as well as campus culture and climate.

On July 17, 2023 the findings of the assessment were released.

2023 California State Auditor Report

In late April 2022, the Joint Legislative Audit Committee (JLAC) of the state legislature recommended the California State Auditor (CSA) audit the CSU system'​s handling of sexual harassment complaints involving executives, faculty and staff at the CO and three campuses: Fresno State, SJSU (San José State University), and SSU (Sonoma State University). New schedule of submissions to the Chancellor’s Office:

On December 4, 2023, the Chancellor’s Office (CO) extended the time to submit the campus’ implementation plans until February 9, 2024. During the months of December 2023 and January 2024, the CO reviewed and commented on individual draft plans submitted.

Newly hired Senior Investigator:

Attorney Mina Poppius was hired as a senior investigator in January 2024 to support the Office in investigating reports related to Title IX, as well as claims of discrimination, harassment and retaliation pertaining to legally protected status. Mina is admitted to practice law before the California Bar and was previously a prosecutor specializing in serious sexual crimes and stalking in Edinburgh, Scotland. Mina also worked in disability rights advocacy at Learning Rights Law Center in Los Angeles.
